ASEAN environmental and energy policy in the 2020s: understanding the effect that COVID-19 has had on implementing SDGs

The COVID-19 global pandemic has greatly affected the socio-economic profiles of countries around the world. This effect has been felt particularly sharply amongst the ASEAN countries, causing considerable disruption amongst this block of rapidly developing economies. Governments in the ASEAN countries have attempted to control the spread of COVID-19 by implementing strict measures such as social distancing, city lockdowns and the declaration of states of emergency. Amid these restrictions, the behaviours of end-consumers has changed dramatically, altering patterns of electricity and transportation fuel consumption, while increasing food-delivery services and the wastage due to overuse of plastic containers and single-use safety and hygiene products. All of these have had important implications on the energy and environment policies of ASEAN countries, as well as their path to achieve the SDGs by 2030.
The aim of this special issue will be to bring together the latest research and practical case studies regarding how the COVID-19 pandemic has affected ASEAN energy markets, environmental conservation (in particular related to action on how to address climate change) and efforts to meet SDGs. Particularly, papers that discuss environmental and energy policy, and how these are being transformed by recent events are welcome.
Topics of interest in this special issue include, but are not limited to:
- Articles that examine how the COVID-19 pandemic has affected implementation of national energy policy, environmental policy, climate change policy and the SDGs of ASEAN countries.
- Practical analysis on changes in energy consumption and environmental issues caused by the COVID-19 pandemic.
- Critical analysis on policy gaps regarding energy and environmental issues which cause ASEAN countries to be less resilient to disaster risks such as COVID-19.
- The types of energy and environmental policies that should be implemented to reduce future risk of/from other COVID-19 type events
- Literature reviews of policy documents, regulatory frameworks, city ordinances and other academic literature.
- Issues related to livelihoods, including economic recovery, job creation, etc

Deadline for full papers: 31st of August 2021
Official publication of the issue: 31 December 2021.
